About Obvert

Obvert Consulting Inc. is an independent infrastructure and construction consultancy providing project management, contract administration, commissioning and project delivery support.

Based in Ontario, Obvert works with owners, contractors and engineering consultants to help plan, coordinate and deliver infrastructure projects from early development through design, construction, commissioning and closeout.

The name

The name Obvert means to turn something so that it faces forward, or to present another side to view. That idea reflects how we approach projects; bringing a practical, independent perspective, identifying issues early and helping teams move projects forward.

How we work

Our role varies depending on the project. We may support an owner managing delivery, work alongside a contractor coordinating designers and project requirements, supplement a consultant's construction team, or provide focused support during a particular stage of a project.

What remains consistent is a delivery-focused approach built around constructability, coordination, accountability and practical problem solving.

Obvert's focus is infrastructure and construction in Ontario, with particular experience in water and wastewater, municipal infrastructure and complex multidisciplinary projects.

Thomas Rapley

Founder & Principal

Thomas Rapley founded Obvert Consulting Inc. after more than two decades working across infrastructure project delivery, engineering consulting, construction and business leadership. His experience spans the full project lifecycle from early project development, planning and procurement through design coordination, construction, commissioning and closeout.

Thomas has worked with municipalities, infrastructure owners, contractors and multidisciplinary consulting teams on projects ranging from major water and wastewater facilities and linear infrastructure to complex urban infrastructure programs.

This breadth of experience has given him a strong understanding of how projects move from concept to construction, and of the challenges that arise at the interfaces between owners, consultants, contractors and operators.

Through Obvert, Thomas brings that experience directly to clients who need senior project capability, additional capacity or an independent perspective on project delivery. His approach is practical and collaborative: understand the project, identify the risks and gaps, work effectively with the people responsible for delivering it, and help the team move forward.

The focus is simple: provide experienced project leadership where it adds the most value.

Where we work

Home turf is the Greater Toronto Area: the City of Toronto plus Peel, York, Durham and Halton regions. That's where most of our projects are, and where we can be on site at short notice.

We also take on work elsewhere in Southern Ontario. For the right project we'll go further, within Ontario or across Canada.
